The right to freedom of expression and the right to assemble peacefully and without weapons in the open air are essential elements of a free and democratic basic order.

Art. 8 Basic Law (GG): (1) All Germans shall have the right to assemble peacefully and without arms without prior notification or permission. (2) For assemblies in the open air, this right may be restricted by law or on the basis of a law.

Assemblies and processions must generally be reported to the local police authority 48 hours prior to public announcement (before the call).

The police then have a duty to facilitate and protect the assembly.

For this reason, the police will be happy to advise you on the details of the assembly. In the event of ambiguities or more extensive planning requirements, you will be invited by the police to a cooperation meeting in which ambiguities can be clarified and any problems solved together.
