The free and democratic basic order essentially includes the right to freedom of expression and the right to assemble peacefully and without weapons in the open air.
What if I want to register an assembly?
Assemblies, processions and demonstrations are regulated by the Basic Law and the Assembly Act.
If you wish to register an open-air assembly in the district of Herford, please contact:

For the sake of convenience, please also arrange an appointment for a cooperation meeting with the ZA 1.2 department. During this meeting, any questions arising in connection with a planned event can be discussed and clarified.
Assemblies Act and information sheet
Assemblies and processions must always be registered 48 hours before they are publicly announced. "Before announcement" does not mean before the start of the assembly/event, but before the call/invitation to this assembly/event. The police then have a duty to facilitate and, if necessary, protect assemblies, processions and demonstrations of all groups as an expression of the constitutionally guaranteed freedom of assembly and freedom of opinion.
Assemblies or demonstrations are not approved by the police, but can be banned in individual cases or made subject to certain conditions if there are specific threats to public safety and order based on verifiable findings.
