In accordance with § 15 a para. 1 of the North Rhine-Westphalia Police Act (PolG NRW), the police may, for the prevention of criminal offenses, search individual publicly accessible places, where repeated criminal offenses have been committed and whose nature favors the commission of criminal offenses, by means of image transmission and record the transmitted images, as long as facts justify the assumption that further criminal offenses will be committed at this location. If not obvious, the observation must be made recognizable by suitable measures.
Taking these standards into account, the Mönchengladbach police headquarters introduced video surveillance in the old town of Mönchengladbach in 2004.
The fact that the requirements continue to be met has since been determined by annual evaluations.
